1) your commenting is completely messed up in FF.
2) we have lots of people in Vancouver who just anchor away from teh shipping channels and don't pay any taxes. Most of them are pretty green, but some dump sewage directly into the ocean. Once, a group of ships lashed together in a "hippie convoy" caught fire. They'd made such a nuisance of themselves, giving interviews where they boasted about partying 24/7 and not paying taxes, that the fire department came just to watch them burn. They burned down to the water line and then sank, and predictably the dwellers whined to City Hall, which replied, "High seas, baby. Not our problem."
I'm not sure but I THINK the city even stuck them with the bill for dredging them up, because they constituted an environmental danger to the beach, 40 feet away.
