Twitter has been struggling to define its vision for some time now. To help assure investors they're getting their shit together, the company unveiled a new strategy statement today. And like the company itself, it's a complete mess.

Twitter's CFO has stepped down and been replaced by former Goldman Sachs banker Anthony Noto. Noto recently helped take Twitter public, but was branded "Anthony No Dough, Anthony Don't Know" during the dot-com bubble by ignoring financial data and hyping disasters eToys and Webvan.

Anthony Noto just came out of Wall Street retirement for one big score: he's going to lead the Goldman Sachs blitz behind Twitter's IPO, hoping to make it the biggest tech stock craze of our time. And Noto knows something about crazes: he helped hype some of the worst tech stocks from the last bubble.
